An M.Sc in physics from University of Delhi, Acharya had a 38 years long career as an Indian Administrative Service officer serving both at the Centre and the state of Madhya Pradesh. A batch-mate of current cabinet secretary Ajit K Seth and principal secretary to PM Pulok Chatterji, Acharya had served as secretary to the Government of India for over four years.
In Madhya Pradesh, Acharya had a long tenure in General Administration Department where he was responsible for personnel administration of the state’s higher civil services. As additional secretary and special secretary in the human resource development (HRD) ministry, he served as a member of the Board of Governors of Indian Institute of Management (IIM), Indore, and Indian Institutes of Technology (IITs), Delhi and Guwahati, for about three years.
Acharya also underwent several in-service programmes at Cambridge, Strathclyde Business School, Glasgow and the Economic Development Institute of Washington which is now renamed as World Bank Institute. He was also a visiting fellow at the University of Oxford in 1997-98.
